Who this spill response plan is for
A spill plan is written by one person and used by whoever happens to be standing there, which is the whole design problem.
Whoever writes the plan
Usually facilities or EHS. The pre-work is sections two, three, five and eight, and section three is the one that takes a site walk with a drainage plan rather than an afternoon at a desk.
The first person on scene
A cleaner, a night-shift operator, a delivery driver. They need the first three steps and a phone number, which is why the plan names people rather than roles and lives at the spill kit rather than in a folder.
Site or operations manager
You are deciding whether this is a mop or an evacuation. The destination rule is the judgment you need, and the notification table is what stops the next hour being spent looking up who to call.
Environmental or compliance lead
You are answering to a permit, an insurer or a regulator afterwards. Whether the drain was protected, when the regulator was told, and how the waste was consigned are the three lines that get read.
Which section matters the most in your sector
The response steps barely change between sites. What changes is what you store and where your drains go, and that is what decides whether a spill is an inconvenience or a prosecution. If you run one of these, the sector page goes further than the template does.

What a spill response plan should contain
A spill response plan is a document written in advance that sets out how a site will deal with a chemical, fuel or oil spill. It records what is stored and where, which drain each substance would reach, the kits and equipment available, who does what, the steps for a contained and an uncontained spill, and who must be notified.

If you only fill in three sections before you need this, make them the substance register, the drainage answer and the notification table. Those are the three that cannot be worked out during an incident. The response steps can be read off the page by somebody who has never seen it, and the roles can be shouted down a corridor, but where a particular gully discharges to, and which regulator has to be told within what timeframe, are facts that take a site walk and a phone call to establish. Sites that skip them end up making the two decisions that matter most on the basis of a guess.

The two bold rows are why this stayed a fifteen-liter incident rather than a notification. The drain was covered at nine forty-four, before anybody reached for granules. Had the sequence gone the other way, absorbing from the edges inwards while diesel ran six meters to a surface water gully, the same fifteen liters would have become a spill that reached a watercourse, which is the serious response route, an immediate call to the regulator and a very different conversation with the insurer. The second row matters for a different reason. A coupling past its service life is a maintenance problem, not a response problem, and no spill plan will fix it. Three minor spills from the same fitting is the pattern the log exists to make visible, which is why the plan asks you to record the small ones too.

How do you write a spill response plan?
This is a plan rather than a form, so most of it is filled in once, before anything happens. Work part A first and do not leave section three until later. Six steps.
List what you store, where, and how much
Every substance held on site with its location, maximum quantity, container type and hazard. Fuels, oils, cleaning chemicals, coolants, pool chemicals, lab reagents. A substance missing from this register is a substance with no response planned for it.
Write the nearest drain against each one, with a distance
For every substance, the specific gully or grating the liquid would reach and how far away it is. This is the line that gets used first in a real spill, and it is the reason the register is worth the walk it takes to complete.
Answer where the drainage actually goes
Surface water and foul drainage each named to their destination, the distance to the nearest watercourse, whether an interceptor or a penstock is fitted and who can operate it, and any borehole or sensitive receptor nearby. Expect a site walk with a drainage plan.
Put kits where the substances are, and put them on a schedule
One kit register with ID, location, contents, capacity, the date last checked and the date next due. Kits belong next to what they are for rather than in a store, and the check date exists because a raided kit is worse than none.
Name people, with numbers, for all seven roles
Incident controller, trained responder, drain protection, site liaison, regulator notification, waste and disposal, records and photographs. Each with a person, a phone number, an out-of-hours number and a deputy. Titles do not answer the phone.
Write both response routes and fill in the notification table
The contained route and the uncontained route as two separate sequences, with the trigger between them written as destination rather than volume. Then the notification table with the real numbers and the real statutory timeframes for your jurisdiction.
A contained spill versus one that reached a drain
This is the judgment the plan exists to make easy, and it is the one people get wrong. The trigger is not how much was spilled.

Destination, not volume. This is the sentence to take away, because it inverts the instinct. A large spill that is going nowhere is a clean-up job: unpleasant, slow, and entirely within the site's own control. A small spill that has found a surface water drain is already outside the site and heading somewhere with a regulator attached to it, and the volume stops being the relevant number the moment it leaves the premises. Sites that set their trigger on liters end up under-reacting to exactly the spills that matter, because the ones that reach a drain are usually the small ones. Nobody escalates over five liters unless the plan has already told them, in advance and in writing, that five liters in a gully is the serious route.
When the template starts to feel limiting
The plan handles the first ten minutes well. It handles the year between spills badly, and always in the same four ways.
Kit checks fall due and nothing says so
Every kit has a next-check date written in a document that is opened after an incident rather than before one. The kit that has been raided and not restocked is discovered by the person running to it.
You cannot see whether the plan is current
A new substance arrives, a contractor changes, a responder leaves. Nothing connects those events to the plan, so it drifts out of date silently and only fails when it is finally used.
The substances are not an asset register anywhere
The bunded tank in the generator yard exists on this plan, on a permit, on an inspection form and in a maintenance schedule. Joining those up is a person's memory rather than a record.
Repeat spills from the same cause stay invisible
Three small spills from one delivery coupling is a maintenance problem the plan cannot fix. Seeing it means reading every spill log entry at once and noticing they share a container.

Is it decided by how much was spilled?
No, and this is the most common mistake. The response level is set by where the liquid ended up. Five liters that entered a surface water drain is the serious route, with the regulator notified and specialist attendance arranged. Fifty liters on a bunded plant room floor is a clean-up.
Volume still matters for the clean-up effort and for the waste, but it is not the trigger. Sites that escalate on liters routinely under-react to the spills that carry real liability, because a small volume that has left the premises is already someone else's problem as well as yours.
Do you protect the drain first or absorb the spill first?
Protect the drain first, immediately after making yourself safe and stopping the source. Cover it with a drain mat, plug or boom before any absorbent is used.
Absorbing from the outside edges inwards while liquid continues to run into a gully is the single most common error in a spill response, and it is understandable, because containing the visible mess feels like progress. The drain is where the liability sits, so the few seconds spent covering it are worth more than the first ten minutes of absorbing.
How often should spill kits be checked?
On a set schedule with the date recorded, and always after any use. The kit register in this plan carries a last-checked and a next-due date for each kit precisely so the check is a dated event rather than an assumption.
The failure mode is specific: a kit gets raided for a minor leak, nobody restocks it, and the shortfall is discovered by the next person who runs to it in an emergency. That is worse than having no kit, because the plan and the signage both promised one. Restocking before standing down is a step in the response for the same reason.
What is the difference between a spill response plan and a spill kit?
The kit is the equipment: mats, booms, granules, pads, bags and PPE. The plan is what tells somebody which kit to fetch, which drain to cover first, whether this spill is a clean-up or an evacuation, and who to ring.
A site with kits and no plan usually has the equipment in the wrong place and no agreed trigger for escalation. Running one drill with the actual kit and the actual gully is what exposes the gap, and almost every site that does it finds the drain mat does not fit or that nobody knows where the penstock key is.
